A national call to farmer leaders, ranchers, and agriculture policy experts to help shape Canada’s next Agricultural policy framework (2028-2033)
A strong Canada relies on strong farms and ranches. Strong farms and ranches steward the Canadian landscape, drive economic growth, and are resilient to extreme weather.
With rising trade uncertainty and climate risks, building on-farm resilience and sustainability is key to boosting producer incomes, securing food supplies, and strengthening Canada’s economy.
The next Agricultural Policy Framework (APF) will direct nearly $3.5 billion in investments from 2028 to 2033, so it is vital to ensure this funding reflects what farmers and ranchers need.
That’s why we, at FCS, are launching the Provincial Advisors and Advocates Network (PAAN)—a new, farmer- and rancher-led initiative designed to ensure regionally grounded, practical recommendations shape the next APF.
We want the APF to support farms and ranches that are profitable, sustainable, and resilient—building soil health, protecting biodiversity, improving climate outcomes, and staying competitive. Achieving this balance is complex, but by uniting the right voices, we can help governments develop policies grounded in the realities of our land and livelihoods.
The 2028–2033 APF will guide key programs nationwide, spanning business risk management to climate and sustainability initiatives. With informed input, the APF can help:
Improve farm profitability
Enhance on-farm resilience
Lower input costs
Support the adoption of high resilience, low emissions practices that are low-cost and low-risk.
What is the PAAN?
Hosted by FCS, the PAAN will bring together farmers, ranchers, and agriculture policy experts from across the country. As an integral part of a national coalition advancing solutions that help producers thrive in a changing climate, the PAAN will ensure provincial needs and priorities are understood and integrated in national policy conversations. PAAN members play a central role in co-developing policy from the ground up.
PAAN members will:
Lead consultations, research, and stakeholder engagement to identify and articulate regional priorities, challenges, and opportunities—bringing forward practical, province-specific perspectives and evidence.
Provide strategic advice and provincial policy insights grounded in lived agricultural experience.
Collaborate with peers, governments, and stakeholders to build consensus, negotiate positions, and advance bold, targeted policies that support resilient and sustainable farms and ranches.
Contribute to designing and executing government relations strategies and advocacy campaigns at both provincial and federal levels to advance APF policy recommendations.
Participate actively in regular meetings (bi-weekly or as needed).
Members are expected to bring deep policy experience, strong networks, and a shared commitment to advancing practical, farmer- and rancher-led solutions that improve economic and environmental sustainability for the agriculture sector.
We are looking for people who:
Are farmers, ranchers, or agricultural policy professionals with strong regional knowledge
Understand the realities of farming in a changing climate
Are familiar with current APF programs and can identify gaps, inefficiencies, and opportunities for improvement
Bring a trusted sector network and a collaborative spirit
Are committed to building a more resilient and sustainable future for Canadian agriculture.
Term and engagement:
The PAAN will work together from October 1, 2025, to August 31, 2028. Members will be engaged through annual contracts that may be renewed each year, subject to funding availability and PAAN impact during this period.
Remuneration:
$15,000–$30,000 per year (September 1–August 31). Hours will vary throughout the term and include bi-weekly or monthly meetings, which may change based on the workplan.
